Dr.
Franklin C. Haering
Class of 2000
Background:
Franklin C. Haering was born in Philadelphia in 1930. His
early years were spent in Long Island and later in Washington,
DC. He graduated from Wilson Teachers College in 1953, served
in the U.S. Army and then began his teaching career in the
D.C. Public Schools and also worked part-time for the D.C.
Recreation Department. He later joined Montgomery County Public
Schools (MCPS) in Maryland. While working full-time, he earned
an M.A. at D.C. Teachers College, an M.Ed. from Bowie State
College and a Ph.D. from the University of Maryland.
Professional
Experience:
Dr. Haering has taught Grades 1-6 and physical education,
has served as a health resource teacher and as principal of
the Longview School for the Trainable Retarded Child. In 1967,
in the newly-created position of Supervisor of Safety for
MCPS, his responsibilities included 15,000 employees, 100,000
students, and 190 facilities spread over 500 square miles.
In addition, Dr. Haering has served as an instructor or adjunct
professor at Frostburg State College, Bowie State College,
University of Maryland, West Virginia University and the University
of Southern California.
Career
Highlights:
Dr. Haering has been an active member/volunteer of the National
Safety Council; he has chaired the School and College Conference,
the Supervisors Section and the Elementary Section. He was
on the editorial team of the Supervisors Newsletter and School
Safety World. In the American Society of Safety Engineers
(ASSE), he served as president of the National Capital Chapter
and on various committees at the national level. He served
as President of the Public Employees Safety Association of
Maryland, on the board of trustees for the Society to Prevent
Blindness and is a Fellow of the American Academy of Safety
Education. He was principal author of the School Safety Handbook
published by the School Business Officials International where
he also served as National Safety Research Chairman. He contributed
to the development of public playground safety guidelines
for the U.S. Consumer Product Safety Commission. He has authored
numerous articles, the topics of which range from park/recreation
safety to school safety, and "Safety is Big Business."
